"this is spam" button

In Outlook I used to have a toolbar that included a button titled "this is
spam". By clicking on this button, the selected email(s) would be placed in a
folder titled "Norton Anti Spam" and then the sender would be blocked in the
future. For some reason this entire toolbar is now missing and for the life
of me I cannot figure out how to get it back. It is so helpful and I receive
so much spam that I am completely lost without it.
