This installation has detected ...

I'm trying to install an update to a program and I keep
getting the following message:

Severe

This installation has detected that a previous
installation or un-installation requires you to restart
your computer.

That message was several days and shutdowns ago but
everytime I try the update I get the same message. Any
suggestions.
