Things not showing up on my browser...

I really don't know how to properly explain this. When I open up internet
explorer half of my buttens are gone. There is not even a place to type in
a web address. Also my task bar will not stay locked in. It is checked to
stay locked in and when I'm just on my desktop it's locked in but with IE it
disappears. I hope this is understandable. Can anyone help me?

You can use that key to toggle between FullScreen view to Normal view.
