Thermaltake CPU cooler for BTX

I have an Intel P4 3.0 GHz in a BTX case - I've replaced the CPU cooling fan
once with a replacement from Intel - cooling is fine, but it's still damm
loud - especially when the CPU is at a 100% load and the fan runs about 2400
RPMs - pretty much the only only OEM BTX CPU cooler I've found is the
CL-P0191 from Thermaltake - can I expect significantly quieter operation
from this one?

I've been through a bunch of the P0191s and P0030s and they were all
flawed. The P0191s didn't spin up past 400rpm for me and the P0030s
were very noisy. Unfortunately they seem to have a corner on the BTX
CPU cooler market atm.
