I use FP 2003

The Theme I selected does not show up as the one I picked

It did this even before I added anything

My coloring comes out basically in dull gray instead vivid,
contrasting blues

What am I not doing correctly

Did you display the Theme task pane, right-click the Theme you want, and
choose Apply as Default Theme?

Are you sure you didn't apply a different Theme to any individual pages? If
so, you need to open that page, display the Theme task pane, right-click the
Theme in the Web Site Default Theme box, and choose Apply To Selected Page.

I still seem to be missing something

In FrontPage, I see a theme (Highway), which I can check
with my Browser, but when I upload things, the theme is missing

Aha. I bet you're using an external FTP program to publish. If so, be sure to
publish the hidden _borders, _themes, and _derived folders along with the
rest of the site.

_borders will only be present if you used Shared Borders.
