Saving themes in FP2003

I'm having problems with themes in FP2003. Customizing and applying themes
is very simple, as we all know. But, FrontPage simply refuses to apply my
customizations. And, when I try to save the customized version of a theme
(yes, saving it under a different name as required), it does not save it with
the customizations I chose. I am trying to do a project for one of my
classes and FrontPage just refuses to cooperate. For example - I open the
page I want to apply the theme to. I go to format -> theme. I choose the
theme I want to customize, click on the arrow on the right side of the
preview picture, and go to customize. I choose my customizations (unchecking
background image box, checking vivid colors, and changing the background from
black to olive.) I save the theme under a new name, "Ellis Custom Theme" as
I have to name it for my homework. Ellis Custom Theme appears in my themes
list, but is the same as the default settings for the theme I customized it
from. I tried this with other themes, tried restarting FP as well as my
computer, to no avail. This is an incredibly simple task I have to do but
frontpage is just not letting me do it.

After editing the new theme did you apply it to a page w/ your options selected and use file Preview in Browser to see if the
changes were applied
- FP 2003 uses CSS for themes which is best viewed in browser

Also try using shorter new theme names like Ellis1, Ellis2

I hadn't previewed it in the browser, but I just tried that and it changed
nothing. It does not apply the changes at all, it only applies the default
theme. The new theme (I just tried it with a shorter name) is the exact same
as the default one. It will not apply, save, or recognize the changes I make
to the theme.

Also - My "Ellis Custom Theme" and now my "Ellis1" themes are stuck in the
theme list on the theme task pane. I delete them, but they remain there. I
even tried deleting them from the folder the custom themes are in (I just
woke up, can't remember what it is at the moment but I know it's the right
one.) When I go to "Customize" for either one that is left on there, it says
"would you like to download (name of the theme)?" This is frustrating beyond
belief. If I do "download" it, then I am given the same default theme colors
resaved as what I named it, and if I delete it, and then delete it from the
themes folder, it still remains there. I can't get rid of it. I'm glad
we're only using FrontPage for a few weeks in my class.

Make sure that you are opening a web / site first, not just a page.

Ok, so when you make a change to a theme, you are saving it under a new name, removing the current
theme, then applying the new theme correct. The pages within your web set to use site default theme
for the site, are the only pages that will have the newly modify theme applied.
