Themes are not working properly.

I am using Microsoft FP 2003

I selected a theme and customized it accordingly and saved as. However,
when I go to "apply to selected page," only the background appears. What do
I do?

The other theme features will only show if you use the other design time tools
- Create a Navigation View and Insert a Navigation bar to see the nav buttons
