Theme default to windows modified at each log in

I have recently installed Windows Xp Pro SP3. I set up two users on is
computer administrator the other is limited user. I have a problem with the
desktop theme not applying past the log out. Every time i log in it loads a
windows modified with a black task bar. I can change it in the administrator
and it stays put. but not in either of the users. I have tried extensively
to search the forums and other avenues to fix this however i have fallen
short.
I've followed suggestion to make sure thing aren't checked in the display
settings. that is as it should be. I have run SFC/Scannow. Looked through
my regedit files somethings they talk about are either not there or
functioning properly.

I am at my wits end can someone please help me. I don't know what else to
try.

Right-click on the link on Kelly's site and choose "Save Link As". This
should download the file to your computer. Then double-click the file to
install it.

Right-click the link, save it to the Desktop. Then try a double-click,
or a right-click, click Merge.
