the tools menu is missing from outlook 2003 after installing

Upgrading from office 2000, installed office 2003. after the installation the
tools menu- usually located after go and before actions on the top line is
missing. i ran detect and repair with the original disk but still no tools
menu, although sending and receiving emails works.
what's the easiest solution?

HI Bill thanks for repyling,
i uninstalled office 2003. then i reinstalled it. i have the same result -
no tools menu in outlook. i am trying to delete an old email account that
does not work and need the tools menu. any other thoughts?

It;s a hidden file. Open Windows Explorer and enter

%AddData%\Microsoft\Outlook

in the Address Bar. Click Go.

Oops. That should be %AppData%\Microsoft\Outlook

Did you follow Brian's instructions to locate outcmd.dat and then delete it?
You can also try just resetting the menu bar: right click on a toolbar,
choose Customize then in the Toolbars tab select the Menu Bar and click
Reset.

Yes when you told me how to find it . i deleted the file and now it looks
and works as it should! I had already tried resetting the menu bar,but it
made no difference.
