the tab key has stopped indenting outlines to next level

The tab key no longer allows me to indent an outline bullet to the next
level. Shift +Tab doesn't work either. They both used to work. Is there a
setting that may have been messed up? I am running Word 2002.
 
Try Tools - AutoCorrect - AutoFormat As You Type, and click to enable "Set
left- and first-indent with tabs and backspaces".
