The sims directx 9c

I know theres a lot of posts that involve directx, and
the sims 2, but no one else has my problem.

I installed it today and when it started it told me i
needed to update my computer's direct x from b to c. so i
clicked yes for it to install, and it went through
initiallizing, it went through extracting then it got
half way done with copying and it stoped and said that
directx did not copy a required file. i clicked ok and
the install window said the installation failed.

I tried the game, but it says direct x isn't installed.

I tried looking at dx diag, and it says xc IS installed.

i tried reinstalling it from the site, and from the game
but it allways stops at the exact same spot.

I also tried restoring the system to yesterday (before i
installed it) but it still did the exact same thing.

HELP I'M ABOUT TO THROW A BASEBALL AT THE COMPUTER TO SEE
IF THAT FIXES IT

If DirectX 9 gives you an error indicating that it cannot
copy a required file and you're running XP, try these
steps one at a time to see which one solves the problem:

1. Make sure you're using an Administrator's account

2. Click Start / Control Panel / Administrative Tools / Services
Scroll down to "Cryptographic Services", double click it and
change Startup type to: Automatic and click the "Start" button.

3. Install Service Pack 2 from the Windows Update Site

4. Close all programs including antivirus / firewall software

5. Right click your C:\Windows folder, select Properties and
uncheck the "Read-only" Attribute. Click OK on the popup box
to "Apply changes to this folder, subfolder, and files". (default.)

Hope this helps you fix that error that you and previous others have
reported. Please let me know which of the 6 steps worked for you. :)
