The requested URL could not be retrieved?

When I try to go to http://www.zophar.net using IE6
XPSP1, I get the following error. What does it mean? How
can I fix it? I can reach the site using Mozilla Firefox,
and I can access it on another machine using IE6. Any
help?

While trying to retrieve the URL: http://www.zophar.net/

The following error was encountered:

Access Denied.
Access control configuration prevents your request from
being allowed at this time. Please contact your service
provider if you feel this is incorrect.

Your cache administrator is root.
 
Problem solved. I downloaded a program called Free
Download Manager that changed the IE6 User-Agent header.
After removing the software, things returned to normal.
