Error message on config. controls.

The following error was encountered:

Access Denied.
Access control configuration prevents your request from
being allowed at this time. Please contact your service
provider if you feel this is incorrect.

Your cache administrator is root.


That is the error message i recieve.. please help me out

What are you trying to do when you get this error?

This may be the fix.
"ACCESS DENIED." message when you try to use the Control Panel.
Extract the file rundll32.exe from the your Windows CD.
It may have been changed by some parasites. Use SFC.EXE to extract the file.

Alll im trying to do is go to a simple website.. its not
even opening any webpages.. this is the first thing i see
when i open IE and when i try to use AIM or other programs
that require IE.. just simply not workin for me
