Sorry, one more bit of information. When using Diagnostic Startup, which
doesn't load any startup items or services, the error is there. This is the
list from Task Manager:
Processes: csrss.exe, explorer.exe, ONENOTEM.EXE, taskmgr.exe, upeksvr.exe,
winlogin.exe.
Services: slsvc, RpcSs, Profsvc, gpsvc, DcomLaunch, AppInfo

Now if I boot with Safe Boot - Minimal, the problem is not there, and these
are the lists from Task Manager:
Processes: csrss.exe, explorer.exe, taskmgr.exe, winlogin.exe.
Services: RpcSs, Profsvc, DcomLaunch

So, does that mean there is a problem with these:
Processes: ONENOTM.EXE, upeksvr.exe
Services: slsvc, gpsvc, AppInfo

And if so what do I do to isolate that?

Probably not. It is far more likely one of your devices is using a driver
that has some bug with Vista. The Video card driver being suspect # 1. To be
sure it's not a suspect task, why not just kill the tasks one at a time?
