The page cannot be displayed

Even after updating Explorer 6.0 with Q831167.exe
on a laptop with Windows 2000 Pro, I still get a lot of
problems signing on to different websites. Is there
another fix on the way? This started happening a few
weeks ago.
 
Just to add my 2c worth. I can't download that "fix"
because the download page doesn't display...ironic? or
something... Is there somewhere else that this file can be
found?

I'm running win2000sp4 with IE6sp1.
