the ordinal 16 could not be located . What does this mean?

the ordinal 16 could not be located in the dynamic link library DecSDK.dll.
This messgae keeps popping up when I first lauch Outlook and clik
send/recieve. What should I do to stop it.

This is caused by a Symantec product you have installed. Contact Symantec

Hi, I have the same error. I just spent over an hour talking on livechat with a technician from Nortan AntiVirus and they cannot help and said I needed to speak with Microsoft - well I spent over an hour on their support pages but cannot find the answer - can anyone help this is so frustrating, thanks!
