The messaging interface has returned an unknown error

Whenever I try to reply or forward messages in Outlook 2003, I receive the
following message:

"The messaging interface has returned an unknown error. If the problem
persists, restart Outlook."

I've restarted numerous times, did a detect and repair, and ran Symantec
Windoctor with no results.

Any Ideas?
