the keysrokes have changed eg. the at sign is now "

The keys @ and " have swopped, how do I get them back to original positions?

Sorry about the multi posting - had wrong email adress at first.

Where do I change the windows regional settings. I have changed it to
English South Africa and United Kingdom respectively in the control pannel
under Regional and Languages, but no change.
