As you may know, DST has been changed as of this year as follows:
DST new:
Mar 11 - Nov 4
DST old:
Apr 1 - Oct 28

1) affect on op systems:

contain the 2007 time zone information or will receive an update to the time
zone information."

Per tests: the patch is included in the normal MS Windows updates for Feb
2007 available via MS's update web site

2) affect on Outlook (Vista users with MS Office's Outlook need to do this)

The Time Zone Data Update Tool will NOT be distributed through Microsoft
Update or through Windows Update.
The Time Zone Data Update Tool must be downloaded from the Microsoft
Download Center and then run by the user.

Dnload file: tzmove.exe

Per tests:
Must have Admin rights to run it
Must do for each user
Must have used Outlook once (to have a profile)
Makes an entry in Event Viewer: Application
