DST and Alternate Time Zones

I have applied the patches for DST (including TZmove.exe). My system clock
and primary time zone (Eastern Time Zone) are behaving correctly. I applied
a secondary time zone (IST) to Outlook and it is out by one hour. Any
non-Daylight Saving Time time zone that I have tried is also out by one hour.
I am using Windows XP Pro, SP2 and Office Pro SP2. Can anyone help?

what zones are you testing it with? do you have the dst setting correct for
that zone? IE, I have ET and PT zones configured and since PT honors DST,
if the DST setting is not checked, the PT time is 4 hrs off of ET, not 3.

I tried IST first and that's when I notiecd the problem. IST does not
observe daylight saving time. I tried CST and it displays correctly. I then
tried GMt, Amsterdam and Moscow and they are all out by one hour - basically
any non-North American time zone that does not observe DST. For some reason
Saskatcehwan is showing the correct time (GST -6:00). They don't observe DST.

It seems that my computer thinks that DST starts this coming weekend. I
entered an appointment for 0830 Eastern Time on Monday, March 19 and it
Outlook shows that it will be 1800 in India, which is correct.
Now I'm worried that my clock will jump forward one hour on Sunday, March 18.
