The attempt by user %2 to restart/shutdown computer %1
failed

Recently I haven't been able to shutdown either of my two
computers, both running XP Pro, through any of the normal
methods (start menu, ctrl+alt+del, pressing power
button). The computers are running virtually the same
software configurations, but vary drastically in
hardware, one is a brand new Dell laptop and the other is
a several year old IBM PC. The only way to shut down is
to do a "forced shutdown" by holding Ctrl when clicking
shutdown or by pressing and holding the power button
until the BIOS cuts power. I checked the Event Viewer
and found that for every attempt at restarting/shutting
down I had the above warning event. Microsoft's link
informed me how to do the forced shutdown, but provided
little help towards the cause or a more acceptable
solution. Does anyone have any information regarding
this error or possible causes??

The Blaster worm is one of the many reasons you can see such symptoms.
Is there any indication given that some process is still running? What
EXACTLY does the event viewer show? -- what is the EXACT TEXT of the
warning event?

BTW, for your own safety, most modern computers will not shut down from
the power button unless it is held down for at least 10 seconds.

What else did you recently change on your system, download, add, or
re-configure at the time the problem started? Do you have UP-TO-DATE
anti-virus software running, and have you scanned all files on your systems?
