The alt+shift+{left or right arrow} to move an item doesn't work?

When creating a bulleted or numbered outline, I used to be able to hit
alt+shift+-> to move a paragraph to the next level of the outline or
alt+shift+<- to move the paragraph back toward the left margin. This no
longer works, how can I return the function to working properly in Word in
from Office '03.

The up down function changing the order in which the outline paragraphs occur
still functions. This is not what I'm talking about. I'm referring to if you
are working in roman numeral I and hit enter, it will begin roman numeral II,
in the past, if I clicked alt+shift+-> it would change it from roman numeral
II to arabic number 1.

To be able to obtain a relevant answer to your question, please provide the
following information:
What version of Word are you using (couldn't tell if it's 2003 or 2007)?

I assume you created the list using one of the three buttons on the Home tab
in the Paragraph group.

If so, was it the Numbering button or the Multilevel List button

If it was the Multilevel List button, which thumbnail did you apply?

If you used a different method (one involving built-in or customized list
styles), please indicate

Where does this not work? In a particular document? In all documents?

If you place the insertion point at the beginning of a list item, can you
then promote/demote using the Tab and Shift+Tab keys (assuming that the "Set
left and first indent with tabs and backspaces" option is selected in
Tools | AutoCorrect Options, AutoFormat As You Type tab)?

What happens if you set up numbering according to the instructions at
http://www.shaunakelly.com/word/numbering/OutlineNumbering.hmtl ? Does that
improve things?

This is in response to all of you, thank you very much for your help:
I am using Office 2003 version of Word. It happens in all documents, and the
tab/ shift+tab effect is what I'm looking for. This also stopped working. I
have spoken to several people who have "lost" this functionality "all of a
sudden." We have attained the outline by clicking either the bullet button or
the numeric outline buttons in the toolbar. I believe these are standard
buttons in the toolbar.

I hope that clears it up, but in case the problem has been lost in answering
these questions: My specific problem is that I can no longer easily increase
or decrease the right to left or left to right levels of my outlines. I can
do it by pressing the "increase indent button" in the toolbar, but cannot do
so with the hotkeys that use to work. One point of note is that all five of
the people who are experiencing the same problem are working on Dell Laptops.
I can't think of how this would affect Word 2003, but it occurs to me that
they may have all received the same faulty load of Word 2003.
