Text over inserted movie.

This has probably already been hashed but I didn't see anything in the
last 100 posts. Is there a way to overlay text on an inserted movie
clip?

Sorry, a movie is always on top. It is not possible to overlay it with
anything.
 
Great idea, that gets me on the right track. I just tried Windows Movie
Maker and it works. However, it wouldn't allow "drag/drop" title
movement nor would Powerpoint import/read the modified .mswmm format.
I'll try a different program. Any recommendations?
 
I impoted my movie into Flash and added a layer with the text and then
exported as swf and then into powerpoint
