Text display problem after restoring non-unicode language to Engli

I live in Japan so thought that I'd change the non-unicode language to
Japanese in order to display the menu of a Japanese program I had installed.
I found that many other (English) programs also had been changed to Japanese
text and that a newly installed wireless ethernet driver had the description
in Japanese. Because these other programs were for some changed to Japanese,
I decided that it was better to have the non-unicode language in English so
changed it back.

My problem is that is seems as though anything that had changed to Japanese
text hasn't changed back. It just can't display the Japanese characters so
just displays ?????. This is affecting my nVidia graphics card config
program, as well as the Microsoft Install Shield.

My question is whether there is a way to change not only the display
language but the language the program is using. There is no reason that the
Install Shield should be trying to display Japanese... but it is.

Can someone please save me from a re-install?

There are a number of Encoding settings. e.g.

IE, rightclick a page, encoding, set this to "Western European"

OE, tools menu, options, Read tab, International button, UNcheck default
encoding, or set as needed
 
Thanks for your reply Mark, unfortunately my problem wasn't related to
page-encoding.

Found out what the problem was. Wasn't related to the non-unicode languge
settings but to the STANDARDS AND FORMATS settings. I had set that to
Japanese and for some reason than then indicated all multi-language programs
to switch to Japanese.

Switched back to English and now have no problem.
