Tested for Windows Installation Error

I'm trying to install CivCity Rome, and the installation goes fine until the
end. I get an error that says "The Software you are installing has not passed
Windows Logo testing to verify its compatibility with Windows XP. This
Software will not be installed. Contact your system administrator". I get the
exact same message when I'm trying to install DirectX off the microsoft
website. I'm using a brand new Inspiron E1705 and Windows XP Media Center
Edition. Any help you can give me would be great.

My bad... the program actually DOES install, but when I go to run it i get an
"Unable to Locate Component" error that says "The application has failed to
start because d3dx9_27.dll was not found. Re-installing the application my
fix this problem". The thing is, that's a DirectX file and I can't reinstall
DirectX because of the Tested for Windows Error.

Hi JoeyB,

Here are a few solutions for the DirectX 9 "Logo Testing" error,
as well as other errors when trying to install patches or updates:

Here's a quick solution to try before reading through the other steps:
1.. Start the Administrative Tools utility in Control Panel.
2.. Double-click Services.
3.. Right-click Cryptographic Services, and then click Properties.
4.. Click Automatic for Startup type, and then click Start.

If that doesn't work, then grab a soda and get ready for some fun. ;-)

2. Save and then Open the "DX9 Logo Error" patch on Line 189

3. Repairing Windows is our final option. Boot from your Windows
CD (you may have to press F12 while starting up, or change the
bootup order in your BIOS) and then follow the instructions at:
