Having a problem with a customer's (which I did not setup)

Citrix MetaFrame XPe Presentation Server FR3 x 4 (META1 - META4
Windows 2000 Server SP
TSLS on Server 2003 D
All RDP sessions work fine with no system log error
2 of the 4 MFXPe Servers log Event ID 1004 warnings "The Terminal Server cannot issue a license" when connecting via ICA, but not on every connection

Servers META1 - META3 each have about 15 concurrent connections and META4 doesn't have any (???), but I can logon directly via ICA to META4 w/o problems

I've run lsview.exe from the resource kit on each of the servers and they all connect instantly to the DC hosting the 2003 TSLS. I've also verified that Authenticated Users have full control of "HKLM\Software\Microsoft\MSLicensing\

Any idea why the errors are being logged on 2 of the servers are logging Event ID 1004, and how can I determine which clients are causing this
Where to go to see why META4 is not accepting any of the load-balanced ICA sessions (no errors in the event log & all services running

The terminal server contacts the license server on behalf of the client.
So, as long as the terminal servers can all find the license server there
should not be a Microsoft licensing problem.

If RDP works everytime, and the failure only occurs with ICA clients, you
may want to check out Citrix's web site.

The event id 1004 can mean a lot of different things, here are a few
articles that talk about how to troubleshoot that event, the first two
recommend contacting Citrix, but the last one has some troubleshooting
suggestions that you could try first:
