Terminal Services service starting problems

keeps on telling that the service is starting but never actually
starts. Same happens after rebboting the servere (MS Win
2K Server +Sp4). How to stop it or start it or fix it???

Vera, thanks for your input.
Yes i did check everything, the libraries are there, the
registry keys for service starting are set to 2. This morning
rebooted the server again, but with no luck! The service is
still indicated as 'starting' and there's nothing to do about it.

go safe mode or directory repair mode and disable it? how
far to go just to start it up?
