TermService Fails to Start - XP Pro

System is Windows XP Professional
Build 2600.xpsp2.030422.1633 (Service Pack 1)

Fast User Switching service does not start, but this is caused by a failure
of the Terminal Service to start.

"Could not start the Terminal Services service on Local Computer.
Error 1083: The executable program that this service is configured to run
does not implement the service."

Also the hardware profile is correct and enabled. (this is a desktop
computer) but a previous search
on this topic indicated the solution was to enable a profile on the Log On
tab of the service. In this
case there is only one profile and it is enabled.

Suggestions on getting this thing running ?
