Terminal Services Manager will not start on Windows Server 2003

G'Day World,

Windows Server 2003 Version 5.2 (Build 3790.srv03_sp1_rtm.050324-1447 :
Service Pack 1).

When I try to run Terminal Services Manager I get a dialog box that pops up
saying:

Please wait while Windows configures Windows Server 2003 Adminstration Tools
Pack.

Followed by an error message:

Windows Server Administration Tools Pack can only be installed on ...
computers running Windows 2003 operating systems.

The TS Manager used to run and I think it stopped running after a Windows
Update. What gives? Did the Update break something?

I have rebooted the server with no luck.
