Are you using Citrix, maybe?
The following hotfix is included in SP1:

822110 - The minimum encryption level set in a Citrix policy for
Citrix MetaFrame for Windows Server 2003 is not enforced
http://support.microsoft.com/kb/822110/

Anyway, check the encryption level on the server and the client.

Dear Vera;
No i'm not using citrix, I'm just using remote desktop to access my servers
but after installing 2003 SP1 I got this error and I can't access the
server..
I'm already tried to change the encreption level to low but with no luck..

Please help

Since you cannot reach the server, I assume that you have changed
the encryption on the client?
I would change it to "high" instead of "low", since the error
message that you receive normally means that the client is
configured with a lower encryption level than the server demands,
and thus denied access.
