Terminal Services Licensing Questions

We recently migrated to AD 2000. We have been having issues ever since then

1). We are receiving events saying no Terminal Service Licensing server cannot be found (because it’s not activated. What are the consequences if we activate it

2). We are receiving an event “Unable to issue client licenseâ€

3). A non windows client connects to the server, and then gets immediately disconnected. (Maybe because of problem#2?)
