terminal services hangs on startup

When I start TS service it says it is "starting" but it
never finishes starting and the buttons are all greyed
out. Can't start or stop..rebooting server had no effect.
 
Try uninstalling and reinstalling Terminal Services.
If that don't fix it you might have to reinstall Windows.
