Terminal Services and password policy

Has anyone had any trouble implementing password policies on a terminal
server? Mine just wont work at the domain level.
 
Password polices are only read at the domain level. You cannot create a
password policy based on OU. The password policy that you assign to an OU
will only affect the local password policy for the machines within that OU
and not the domain password policy.
