Terminal Server Service hung on starting Event ID 7022

Help, I have a server that will not start the terminal services service

DATA
Windows Server 200
Administrative mod
No Licence server installed
I re-installed service pack 4. and all updates are current
And of course I have re-booted the (^%$5 thing

I would uninstall TS completely, reboot and re-install it again.
Since TS is running in Remote Admin mode, this won't give you
problems with installed applications.
