Terminal Server Application Licenses

We have W2K Terminal Server loaded with Office 2K with 40
possible client connections via W2K desktops and non 'hot

desking' users.
Only 25 users have access to the office products as
restrictions via group policy and ntfs permission limit
user

capabitity to 'run' these applications.
Do we require 40 office licenses or 25.
Also if these 25 users were 'hot desking' on 30 of the 40
computers how many licenses would we need.

The question would have been better in an Office NG, as TS
has no impact on your situation.

However, Licensing in general is applied per seat.
Whilst you have restricted usage of the Licenced Product
via your GPO to just 25 users, you indicate it's installed
on 40 boxes.
Your answer would therefore be 40.

If you premanently uninstalled from the boxes, and further
restricted access to the Product to being ONLY through TS,
you could "get away" with 25.

I would also recommend you beef up your TS / Office server
to the max., as that's a fair load on a single server.
