Terminal Server and default groups for printers

Maybe I'm missing something but here it is:

[As we all know] when a user logs into a TS their printer is attached to
the TS so they can print to it from programs running on the TS. The
properties:security for their printer shows the following:
Administrators, CREATOR OWNER, (the user who has the printer attached to
their pc) and Power Users. BTW, I'm running win2k SP4.

Is there any way to add a group to the above list so they have access by
default to any new printers created via TS? IFAIK this can be done with
AD but I'd would rather not have to set it up since there is only one
server on the network. Currently I've assigned our 7 users as "Power
Users" which works fine but IMO this isn't the best solution. While I
trust them I'd don't like the idea of assigning unneeded rights. Giving
them "Power User" access is IMO overkill.

So, can a group be added to the list of users/groups that have initial
default access to any new printers created?

What I was hoping for was a way to automaticly add a prespecified group
to every printer when the printer is added like "Power Users" currently is.

Am I missing something here?

The "Print Operators" Group is a local group on my Windows Server 2003 computer that I'm using at home, which is not a domain controller

This document lists the default groups for 2000 and indicates that this group may only pertain to Active Directory Printers, but I'd test to make sure
