Temporary files and sub-folders

Does anyone know why IE creates sub-folders under the
temmporary files folder? I have a number of subfolders
with seemingly randomly generated names where IE appears
to save the web pages I've visited.

Whenever I delete all the sub-folders under the temporary
files folder, IE simply recreates them.
