I'm trying to create a template email for a rule that will reply when I get
a message through one of my accounts.

I have no idea how to do this.
 
Tools | Options | Mail Format -- turn off Word as your email editor

Create the message you want to use as a template. Choose File | Save AS and
select .oft as the file type
