What happens when you try?

Where is the form published?

How did you move your Outlook data from one machine to the other?
i can see the form

Where?

When i go to open an existing contact or go to make a new one it says that
outlook couldnt open this page and will use the outlook page instead

i have saved the form to the desktop and it is also in personal file folder
library

i would ask him but he didnt seem to know what he was doing

This won't help at all.
and it is also in personal file folder library

There is no such thing in Outlook. What you need is to publish the form to the Personal Forms library using exactly the same Message Class, e.g. IPM.Contact.MyContactForm, as the existing items. If you don't know what class that is, add the Message Class field to any view to see the values that it has for your existing items.
