Temp internet files

I delete all temporary internet files but in C:\Documents and
settings\myname\local settings\temporary internet files there are some in
there that will not delete,these are from a month ago,just wondering if
anyone would know why they can not be deleted?

Reboot to Safe Mode:
Reboot tapping F8 each second.
Select Safe Mode at the menu.
Can you delete them?

Tried that and still undeletable,thanks anyway.
