Permissions error trying to delete Temporary Internet Files... HEL

I get an error message trying to delete temporary internet files:

"Windows cannot access the specified device, path or file. You may not have
the appropriate permissions to access the item"

The path is:

C:\Documents and Settings\~username~\Local Settings\Temporary Internet
Files\Content.IE5\XCAOWFG1.....

I get this error when trying to delete my IE7 browsing history, cookies or
temporary internet files. Also get the same error when trying to download
anything of the internet.

HELP...!!!
