Temp file deletes

C:\Documents and Settings\My name\Local Settings\Temp
This folder has alot of xml files. What are these used for and can they be
deleted.

Anything in that folder can be deleted. If it's in use windows won't
let you. Best thing is to reboot then delete the contents. They should
be deleted occasionally.

Make it a habbit to clean up disk space regularly by using "Disk Cleanup"
utility. Right-click on drive icon go to properties,General>Disk Cleanup

Except that Disk Cleanup doesn't look at the folder the OP was asking
about ( %Userprofile%\Local Settings\Temp). I use a batch file.

Yes, you can safely delete them.

If this is mostly imt*.xml files, they come from a bug introduced
by SP2:
