You can delete all of them. By definition, anything in a TEMP folder is
temporary, and should have been removed.
ccleaner is one of the better tools for this, far more effective than the XP
cleanup utility.

Incidentally, this folder exists for each user, and there are one or two
more temp folders as well. And then, there's the Temporary Internet Files
folders, which also exist for each user. These should all be purged.
Finally, check your IE cache settings. By default, they can be
outrageously high. I just set up several systems on which IE decided that
about 2.5 gig was appropriate for cache. These systems have 40 gig drives.
I reset them to 25 meg, which is plenty.
