telephony service will not start

I have checked the to services that telephony depends on and they are a start
edbut when I try and start telephony I get "telephony error 1083 the
executable program that the service is configured to run in does not
implement the service"

how do I fix this

fixed the problem went to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SvcHost
found that on the right under netsvcs the Tapisrv was not there added it and
restarted and it worked fine.
