tcp/ip reset

Is there any way to do anything similar to the old tcp/ip
reinstall/regfix on windows xp? I seem to be experiencing
tcp/ip issues with a dialup connection. i've tried using
the "netsh int ip reset" command, but there was no effect.
I've tried reinstalling modem drivers, and other modems
altogether, still can't route...

The conection recieves a new, valid IP address each time i
conect. The DNS that are assigned are correct as well. I'm
just having a crazy time trying to figure this out.

If anyone can chime in on this, any help would be
appreciated. thanks
