TCP/IP; Repair Wondsock 2 key

Hello,
I need help to get internet connection back. It went bad after I ran Adware
update a while back. Whenever I launch IE, error message "This page cannot
be displayed" is displayed.

My PC is a Compaq laptop with XP Home edition (OEM) with SP1; IE version is
6.02800.1106. I have a Linksys router with DHCP and other computers connect
fine to internet, just this one.

I tried following:
*Tried to re-install TCP/IP (as I did with W2000 before), but in XP, this is
not selectable (would be nice it Microsoft left it as selectable).
*Tried Network Connection, "repair this connection" several times. Got error
message "TCP/IP is not available, cannot proceed". Sometimes PC falls back
to Automatic Private IP Addressing, other times IP is "Unavailable".
* Reinstalled XP, did not help
* Tried to install W2000 instead since I know I can reset TCP/IP there. But
XP is too smart, won't allow me to "downgrade".
* Found Microsft article 811259 on TCP/IP problem. Did Netdiag as it
suggested and it showes Winsock 2 key is corrupted. The article suggested 2
fix options. Since PC has only SP1, I followed the instructions of using
regedit to delect Winsock and Winsock2. I deleted Winsock fine but Winsock2
always comes back after restart, I cannot delet it. This leaves me the
second option which requires SP2 first then run netsh winsock rest .
Microsolft set up SP2 (single computer) to download directly to the PC
connecting to the file, so I cannot save a copy to an USB drive and trasferto
my bad PC.

Does anyone has another way to solve my problem or assuming I am on the
right track, can anyone show me how to delete Winsock2 or where to get a
standalone SP2 file. There is a muti-computer SP2 that can be downloaded
from Microsoft but its much bigger file and will it work?

(disregard the "intended for IT professionals and developers" part,
it can be used on a single computer as well)

Be sure to select the correct language for your OS before starting the
download.

The easiest way, uninstall your NIC from device manager.
Redetect & reinstall it.
XP will rebuild the Winsock/LSP.
Then redo the Setup on your TCP/IP properties.
