tcp/ip may not be correct

my ISP, telstra, states that we're unable to reinstall net tcpip.inf and
unable to run net sh, and that perhaps my "tcp/ip may not be correct" can
anyone please tell me how I check? I also cannot access any websites.
Would love a response.
