Taskmgr.exe only shows processes - no tabs

As the heading says - anytime I invoke the task manager (ctrl-alt-delete)
the only thing I get is a screen showing the running processes.

I don't have the tabs at the top showing processor usage, network usage,
etc.

Suggestions on how to restore this?

double click on the frame of the window to restore all the tabs and menu.
