Taskmanager Menu Has Disappeared

In the last few days I have somehow lost the menu and icon bar from task
manager. When I press CTRL SHIFT ESC to close down a frozen program all I
get is the list of running tasks. There is no menu to allow me to restart.

How can I recover this please

Task Manager Menu Bar and Tabs Are Not Visible in Windows XP

Double-click around the border of the Task Manager.
