Taskbar settings

when I make changes to the toolbars and icons on the
taskbar everything the changes won't save for the
reboot. In other words the I can make the changes in the
current session but they all revert back on the reboot.

Which exact settings? In the meantime, run this edit and then try again:

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
